Details of Incident:

 

Huge pulsating red light over I-94. High overhead, moving east.

I was driving west-bound on I-94 in Wisconsin, near the Minnesota border, at 6:10 in the morning. Saw what I thought was a blinking white airplane light. It was suddenly surrounded by a red light - reminded me of a flare or fireworks. My first thought was I was seeing an engine fire on the plane. The red glow disappeared from around the white blinking light. It continued blinking and was again surrounded by the red ball of light. I saw the red light 4 times before I lost view of it. I gathered it was going east, as I watched it out of my windshield the entire time.
