Details of Incident:

 

While driving north on Highway H in the township of Sugar Camp I noticed two lights hovering over Kathan Lake. The lights did not show any movement (that's what caught my eye). From the first sighting until I could stop the truck was about 1 minute. By the time I got out of my truck the lights were nowhere in the sky to be seen. There was no sound from an airplane that might have had the landing lights and there were no leaves on the trees to block the view for quite a distance. Also when I first saw the lights there were no running lights (the flashing type) visible. They resembled bright head lights on a car only 100 to 200 feet in the air.
