Details of Incident
:

At 4:15 AM I observed a falshing light hovering off the horizon to the East of my home in Eleva Wi. I watched in dis-belief as this flashing light that I thought was a star was moving, it started moving up and down in jerking movements, then it began moving backwards to its direction of travel. With my arm stretched out and a thumbs up fist made placing the top of my fist on the horizon, measuring from the top of my thumb this thing would jump up and down an inch in any and all directions. I watched it for 45minutes then my wife told me to come back to bed.
