Details of Incident:

I was taking my dog for a walk. the sky was clear and the only thing in the sky was the moon and one other star. while i was looking at the moon i startes to see small flashes aroung the surface of the moon. at first there were a few flashes every couple seconds. the flashes kept moving away from the moon as if they were blasting off from it. this happened for 3 or 4 minutes untill the flashes stopped.
